Rich has been OCAPA’s President since 1996. His background and education have been ideal to lead the aggregate industry through the tough environmental and legislative climate the industry has faced over the past decade.
His understanding of natural resources and Oregon Law has been a perfect blend for the responsibilities of this position.
Rich’s primary focus is as the industries’ chief lobbyist. He handles all issues relating to construction materials at the Oregon Capitol. His legislative focus covers issues concerning highway funding, truck taxes, labor relations, corporate taxes, mining, land use and healthy environment. Rich tracks and organizes industry responses to all types of legislation.
Previously, Rich worked for Coos and Lincoln Counties as a litigator. He handled major felony cases but was particularly focused on environmental crimes. He is a past chair of Oregon’s Healthy Stream Partnership and has served on the Governor’s highway Cost Responsibility Committee and the federal government’s Steen’s Mountain Advisory Committee.

Office & Training Programs Manager
Sandy has been with OCAPA since 2008. She is our office manager and bookkeeper. Before joining OCAPA she worked with Knife River Corp., for 18 years, in their Education and Training Department. She gained valuable skills and knowledge to help OCAPA run smoothly and become an even better association for our members. Having worked in the industry for many years, Sandy is familiar with many of the issues that face our members. Sandy is a Certified Meeting Professional. This certification combined with her knowledge of the industry is allowing her to help OCAPA provide educational and informative seminars and workshops for OCAPA members and the industry at large. These seminars and workshops cover a wide range of topics from MSHA to Permitting to a Vendor Day to showcase new technology and processes for our industry.

Communications & Marketing Director
Kira joined the OCAPA team in 2024. Kira Johnson, a marketing strategist with a Bachelor’s degree in Human Development and Family Sciences, began her professional journey at Habitat for Humanity as the Program Coordinator where she played a pivotal role in organizing the affiliate’s operations. She then transitioned to a Director of Marketing role in the real estate industry where she continued to broaden her experience in marketing strategy, database management, branding, digital marketing campaigns, and social media strategy.
Driven by her commitment to growth and service, Kira is eager to leverage her experience and commitment to excellence as she transitions into the Communications and Marketing Director role at OCAPA. In this new capacity, she is prepared to not only drive innovation, but also foster meaningful connections and relationships, embodying her passion for creating positive change.
